  1                      A bill to be entitled

  2         An act relating to the Office of Program Policy

  3         Analysis and Government Accountability;

  4         providing a short title; requiring the office

  5         to report certain economic indicators to the

  6         Legislature each year for certain purposes;

  7         requiring the office to establish methodologies

  8         and assumptions relating to such indicators;

  9         requiring the office to develop such economic

10         indicators for certain years; providing an

11         effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14

15         Section 1.  This act may be cited as the "Government

16  Yardstick Act."

17         Section 2.  (1)  The Office of Program Policy Analysis

18  and Government Accountability shall report, by January 1 of

19  each year, to the President of the Senate and the Speaker of

20  the House of Representatives the following economic indicators

21  which shall be used to determine the size and impact of the

22  government sector in this state:

23         (a)  Spending by the state and local governments, as a

24  percentage of state domestic product, including, but not

25  limited to, grants, subcontracted labor, and all other

26  expenditures of government and quasi-governmental entities.

27  Such spending shall also be reported as per capita spending.

28         (b)  An estimate of the cost of compliance with

29  regulations of the state and local governments as a percentage

30  of state domestic product. Such costs shall be limited to the

31  expenditures for labor, materials, and equipment necessary to

  1  comply with state regulations. Such costs shall also be

  2  reported as per capita costs of regulation.

  3         (c)  Total state and local government employment,

  4  including, but not limited to, subcontracted labor, expressed

  5  in full-time employee equivalents. Such employment shall also

  6  be reported as a percentage of the total workforce of this

  7  state.

  8         (d)  Total assets of the state and local governments,

  9  including, but not limited to, acreage, roads, buildings,

10  investments, and funds. Such assets shall also be reported as

11  per capita assets.

12         (e)  Total liabilities of the state and local

13  governments, including, but not limited to, public

14  indebtedness. Such liabilities shall also be reported as per

15  capita debt.

16         (f)  To the extent similar data is available, a

17  comparative analysis of the size and impact of Florida's

18  government sector with that of all other states.

19         (2)  The office shall establish a methodology and

20  appropriate assumptions necessary for the efficient and

21  cost-effective implementation of this act. After establishing

22  a methodology, the office shall use the economic indicators to

23  establish a baseline for the year 2000. Using the same

24  methodology, the office shall prepare the economic indicators

25  for the years 1980 and 1990, including any supplemental

26  assumptions necessary to bridge gaps in available data. Where

27  necessary in the report of economic indicators, qualifying

28  statements may be made to make clear the limitations of the

29  methodology and any resultant range of accuracy.

30         Section 3.  This act shall take effect upon becoming a

31  law.
