  1                      A bill to be entitled

  2         An act relating to the Spaceport Florida

  3         Authority; amending s. 331.308, F.S.; expanding

  4         the membership of the board of supervisors of

  5         the authority; specifying the space flight

  6         business affiliation of four appointees to the

  7         board; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  Subsection (1) of section 331.308, Florida

12  Statutes, is amended to read:

13         331.308  Board of supervisors.--

14         (1)  There is created within the Spaceport Florida

15  Space Authority a board of supervisors consisting of eight

16  seven regular members, who shall be appointed by the Governor,

17  and two ex officio nonvoting members, one of whom shall be a

18  state senator selected by the President of the Senate and one

19  of whom shall be a state representative selected by the

20  Speaker of the House of Representatives. The Lieutenant

21  Governor shall serve as Chair of the board of supervisors and

22  shall cast the deciding vote if the votes of the eight regular

23  members result in a tie. All regular members are subject to

24  confirmation by the Senate at the next regular session of the

25  Legislature. Existing board members are not prohibited from

26  reappointment, all of whom shall be subject to confirmation by

27  the Senate at the next regular session of the Legislature.

28  Each of the regular board members must be a resident of the

29  state and must have experience in the aerospace or commercial

30  space industry or in finance or have other significant

31  relevant experience. Four of the Governor's appointees must be

  1  representatives of Florida's space-flight related businesses,

  2  as defined in s. 212.031, of which one must also be a

  3  representative of small business as defined in s. 288.703. One

  4  regular member shall represent organized labor interests and

  5  one regular member shall represent minority interests.

  6  Appointments of regular members shall be for 4-year terms.

  7         Section 2.  This act shall take effect upon becoming a

  8  law.

13  This CS amends s. 331.308, F.S., changing the name of the
    Spaceport Florida Authority to the Florida Space Authority and
14  the composition of the board of supervisors.  The CS changes
    the number of voting members appointed by the Governor from
15  seven to eight, maintaining an ex-officio non-voting senator
    appointed by the President of the Senate, an ex-officio
16  non-voting state representative appointed by the Speaker of
    the House, one designee from labor interests, and one designee
17  from minority interests.  This CS requires that four of the
    eight regular board members represent Florida's space-flight
18  related businesses, and on of the four must represent a small
    business.
