11  Senator Silver moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 54, between lines 28 and 29,

15

16  insert:

17         Section 17.  There is established within the Agency for

18  Health Care Administration a demonstration project entitled

19  the "Acute Care Subdistrict 1-1" pilot project. The pilot

20  project shall use general acute care beds from any hospital

21  within the Acute Care Subdistrict 1-1, as defined in Rule

22  59-C2.100, Florida Administrative Code, which may relocate

23  existing beds within the same subdistrict for the

24  establishment of a satellite hospital as the demonstration

25  project. The establishment of a satellite hospital under this

26  section shall be exempt from the provisions of section

27  408.036(1), Florida Statutes, as provided in this section. Any

28  exemption under section 408.036(1), Florida Statutes, must be

29  requested on or before July 1, 2003. Construction of the

30  satellite hospital must commence within the times applicable

31  to certificates of need. The Agency for Health Care

  1  Administration shall monitor the demonstration project and

  2  report its findings on the impact of granting the exemption

  3  under this section to the Governor, the President of the

  4  Senate, and the Speaker of the House of Representatives 1 year

  5  after any satellite hospital exempted under this section

  6  becomes operational. The report shall contain findings with

  7  respect to the impact that the granting of the exemption had

  8  on competition in the district and subdistrict, costs to

  9  providers, patients, and payors, and the use and occupancy

10  rates of acute care beds in the subdistrict.

25         monitor the project; requiring a report;
