11  The Committee on State Administration offered the following:

14         On page 3, lines 10 through 16,

15  remove:  all of said lines

17  and insert:  (a)  Be operated under a single administrative

18  head who is an employee of the single library administrative

19  unit and who has completed a library education program

20  accredited by the American Library Association.  The single

21  administrative head shall have at least 2 years of full-time

22  paid professional experience, after completing the library

23  education program, in a public library that is open to the

24  public for a minimum of 40 hours per week. and
