2 A joint resolution proposing amendments to
3 Section 5 of Article IV and Section 4 of
4 Article VI of the State Constitution; revising
5 limitations on the number of consecutive years
6 during which certain elected constitutional
7 officers may hold office.

9 Be It Resolved by the Legislature of the State of Florida:
10
11 That the following amendments to Section 5 of Article
12 IV and Section 4 of Article VI of the State Constitution are
13 agreed to and shall be submitted to the electors of this state
14 for approval or rejection at the next general election or an
15 earlier special election specifically authorized by law for
16 that purpose:
17 ARTICLE IV
18 EXECUTIVE
19 SECTION 5. Election of governor, lieutenant governor
20 and cabinet members; qualifications; terms.--
21 (a) At a state-wide general election in each calendar
22 year the number of which is even but not a multiple of four,
23 the electors shall choose a governor and a lieutenant governor
24 and members of the cabinet each for a term of four years
25 beginning on the first Tuesday after the first Monday in
26 January of the succeeding year. In primary elections,
27 candidates for the office of governor may choose to run
28 without a lieutenant governor candidate. In the general
29 election, all candidates for the offices of governor and
30 lieutenant governor shall form joint candidacies in a manner
31 prescribed by law so that each voter shall cast a single vote

1 for a candidate for governor and a candidate for lieutenant
2 governor running together.
3 (b) When elected, the governor, lieutenant governor
4 and each cabinet member must be an elector not less than
5 thirty years of age who has resided in the state for the
6 preceding seven years. The attorney general must have been a
7 member of the bar of Florida for the preceding five years. No
8 person who has, or but for resignation would have, served as
9 governor or acting governor for more than twelve six years in
10 three two consecutive terms shall be elected governor for the
11 succeeding term.
12 ARTICLE VI
13 SUFFRAGE AND ELECTIONS
14 SECTION 4. Disqualifications.--
15 (a) No person convicted of a felony, or adjudicated in
16 this or any other state to be mentally incompetent, shall be
17 qualified to vote or hold office until restoration of civil
18 rights or removal of disability.
19 (b) No person may appear on the ballot for re-election
20 to any of the following offices:
21 (1) Florida representative,
22 (2) Florida senator,
23 (3) Florida Lieutenant governor,
24 (4) any office of the Florida cabinet,
25 (5) U.S. Representative from Florida, or
26 (6) U.S. Senator from Florida

28 if, by the end of the current term of office, the person will
29 have served (or, but for resignation, would have served) in
30 that office for twelve eight consecutive years.

5 ARTICLE VI, SECTION 4
6 TERM LIMITS.--Proposing amendments to the State
7 Constitution to increase, from 8 years to 12 years, the number
8 of consecutive years during which a Governor, Lieutenant
9 Governor, Florida Representative, Florida Senator, member of
10 the Florida Cabinet, United States Representative from
11 Florida, or United States Senator from Florida may hold
12 office.
