13         Amendment 

14         On page 30, between lines 27 and 28 of the bill,

15

16  insert:

17         14.  The plan of operation shall provide that total

18  compensation, including commissions and fees, paid to a

19  producing agent shall not exceed 10 percent of the premium on

20  the association policy with respect to initial issuance of the

21  policy and shall not exceed 2 percent of the premium on the

22  association policy with respect to any renewal.
