14 On page 3, between lines 20 & 21,

16 insert:
17 Section 2. (1) The Florida Public Service Commission
18 in consultation with the Florida Department of Environmental
19 Protection is directed to perform a study for the purpose of
20 defining public policy with respect to the use of renewable
21 resources in Florida. At a minimum, the study shall assess
22 cost, feasibility, deployment schedules, and impacts on the
23 environment of increased use of renewables. In addition, the
24 study shall describe options and mechanisms to encourage the
25 increased deployment of renewables within our state. The
26 results of this study shall be submitted to the President of
27 the Senate and the Speaker of the House by February 1, 2003.
28 (2) As used in this section, the term:
29 (a) "Biomass" means a power source that is comprised
30 of, but not limited to, combustible residues or gasses from
31 forest products manufacturing, agricultural and orchard crops,

1 waste products from livestock and poultry operations and food
2 processing, urban wood waste, municipal solid waste, municipal
3 liquid waste treatment operations, and landfill.
4 (b) "Green energy" means renewable energy.
5 (c) "Renewable energy" means electricity generated
6 from any method or process that uses one or more of the
7 following sources of energy: biomass; municipal solid waste;
8 geothermal energy; solar energy; wind energy; wood waste;
9 ocean thermal gradient power; hydroelectric power; landfill
10 gas; and agricultural products and by-products.
