18 records of a pharmacy licensed under chapter 465, Florida
19 Statutes, a finding of an overpayment or underpayment must be
20 based on the actual overpayment or underpayment and may not be
21 a projection based on the number of patients served having a
22 similar diagnosis or on the number of similar orders or
23 refills for similar drugs.
