14         On page 5, after line 31,

16  insert flush left:

18  For all legal proceedings that may result from a denial,

19  suspension, or revocation under this section, testimony or

20  documentation from agency staff responsible for monitoring

21  such payment shall constitute evidence of the failure to pay

22  an outstanding fine, lien, or overpayment and is sufficient

23  grounds for the denial, suspension, or revocation.
