12  recommended the following amendment:

15         On page 3, line 16, delete that line

17  and insert:  provided by law. Sealed investigative incident

18  reports often contain information that is unsubstantiated,

19  unverifiable, or found to be untrue. As a result, the

20  information contained in these reports does not rise to the

21  level where charges are brought. If these records are

22  available for inspection or copying by the public, persons who

23  are the subjects of these reports could be subjected to public

24  humiliation, social ostracism or employment discrimination,

25  based upon hearsay, unfounded allegations, or untruths. While

26  this information may be of some use in the limited

27  circumstances of employment or licensing, its availability to

28  the public invades the privacy of the subject of the report.
