11  Senator Dyer moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 19, between lines 3 and 4,

15

16  insert:

17         Section 10.  It is the intent of the Legislature that a

18  rapid and coordinated response to waterborne diseases be

19  available to protect the health and ecosystems of Florida. The

20  Department of Health, in collaboration with local health

21  officials, shall maintain the capacity to detect and respond

22  effectively to waterborne disease clusters, emerging threats,

23  emergencies, and environmental outbreaks. This capacity shall

24  build on existing functions performed by the Department of

25  Health which involve the collection of data by county

26  concerning the prevalence and incidence of waterborne

27  diseases. To augment the existing efforts, the Department of

28  Health shall facilitate the collection of additional data

29  through biomonitoring and other methods concerning the

30  existence of relevant environmental factors and exposures

31  related to waterborne diseases. This data shall be used to

  1  identify populations at high risk, to examine health concerns,

  2  to recognize related environmental factors, to assess the
