15 On page 2, lines 8-13, delete those lines

17 and insert: under the terms of a contract with the political
18 subdivision.
19 (4) No political subdivision of the state shall grant
20 a direct tax abatement or subsidy to an employer unless the
21 political subdivision in which the employer is doing business
22 requires, as a condition of the direct tax abatement or
23 subsidy, that the employer pay each of its employees employed
24 within this state a living wage, which is defined as an hourly
25 rate that provides an income at least equal to the poverty
26 level for a family of four, as established annually by the
27 United States Department of Health and Human Services.
