16  remove:  all of said lines

18  and insert:

19         statutory fee cap or at a level equal to at least 85

20  percent of the actual per licensee cost to regulate that

21  profession, whichever is less. Effective July 1, 2005, all

22  licensure and licensure renewal fees shall be set at the

23  profession's statutory fee cap or at a level equal to 100

24  percent of the actual per licensee cost to regulate that

25  profession, whichever is less.
