18 Section 1. Legislative Commission on Family Law and
19 Children; membership; advisory committee; staff; duties.--
20 (1) There is created a Commission on Family Law and
21 Children, to be composed of six members as follows: three
22 members of the Senate appointed by the President of the
23 Senate, to include the chair of the Senate Judiciary Committee
24 or its successor and the chair of the Senate Children and
25 Families Committee or its successor, and three members of the
26 House of Representatives appointed by the Speaker of the
27 House, to include the chair of the Judicial Oversight
28 Committee or its successor and the chair of the Child and
29 Family Security Committee or its successor. The terms of
30 members shall be for 2 years and shall run from the
31 organization of the one Legislature to the organization of the

1 next Legislature. Vacancies occurring during the interim
2 period shall be filled in the same manner as the original
3 appointment. The President of the Senate shall appoint the
4 chair in odd-numbered years and the Speaker of the House of
5 Representatives shall appoint the chair in even-numbered
6 years. The Commission will be jointly staffed by the
7 substantive committees of the House of Representatives and the
8 Senate.
9 (2) The Commission on Family Law and Children is
10 authorized and directed to establish an advisory committee to
11 assist in carrying out the work of the commission. Membership
12 of the advisory committee shall be determined by the
13 commission.
14 (3) The commission shall meet at least quarterly and
15 more frequently at the direction of the presiding officers or
16 upon call of the chair. The commission may conduct its
17 meetings through teleconferences or other similar means.
18 (4) It is intended that the commission shall develop a
19 true family code, including, but not limited to, chapters 39,
20 61, 63, 88, 409, 741, 742, 743, 751, 752, 753, 984, and 985,
21 Florida Statutes. Such a code shall be an internally
22 consistent body of law that would enable any individual to
23 locate the statutory requirements for any proceeding within
24 the unified family court's jurisdiction.
25 (5) The commission shall stand repealed on June 30,
26 2007, unless reviewed and saved from repeal through
27 reenactment by the Legislature.
