17 and insert:
18 Section 1. Legislative Commission on Family Law and
19 Children; membership; advisory committee; staff; duties.--
20 (1) There is created a Commission on Family Law and
21 Children, to be composed of six members as follows: three
22 members of the Senate appointed by the President of the
23 Senate, to include the chair of the Senate Judiciary Committee
24 or its successor, and three members of the House of
25 Representatives appointed by the Speaker of the House, to
26 include the chair of the Judicial Oversight Committee or its
27 successor. The terms of members shall be for 2 years and
28 shall run from the organization of the one Legislature to the
29 organization of the next Legislature. Vacancies occurring
30 during the interim period shall be filled in the same manner
31 as the original appointment. The President of the Senate

1 shall appoint the chair in odd-numbered years and the Speaker
2 of the House of Representatives shall appoint the chair in
3 even-numbered years. The Commission will be jointly staffed
4 by the substantive committees of the House of Representatives
5 and the Senate.
6 (2) The Commission on Family Law and Children is
7 authorized and directed to establish an advisory committee to
8 assist in carrying out the work of the commission. Membership
9 of the advisory committee shall be determined by the
10 commission.
11 (3) The commission shall meet at least quarterly and
12 more frequently at the direction of the presiding officers or
13 upon call of the chair. The commission may conduct its
14 meetings through teleconferences or other similar means.
15 (4) It is intended that the commission shall develop a
16 true family code, including, but not limited to, chapters 39,
17 61, 63, 88, 409, 741, 742, 743, 751, 752, 753, 984, and 985,
18 Florida Statutes. Such a code shall be an internally
19 consistent body of law that would enable any individual to
20 locate the statutory requirements for any proceeding within
21 the unified family court's jurisdiction.
22 (5) The commission shall stand repealed on June 30,
23 2007, unless reviewed and saved from repeal through
24 reenactment by the Legislature.
