1 A bill to be entitled
2 An act relating to county commissioners;
3 amending s. 145.031, F.S.; providing for a
4 special qualification salary for commissioners
5 who become certified; providing an effective
6 date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Section 145.031, Florida Statutes, is
11 amended to read:
12 145.031 Board of county commissioners.--
13 (1) Each member of the board of county commissioners
14 shall receive as salary the amount indicated, based on the
15 population of his or her county. In addition, compensation
16 shall be made for population increments over the minimum for
17 each population group, which shall be determined by
18 multiplying the population in excess of the minimum for the
19 grouping times the group rate.

1 (2) There may be an additional $2,000 per year special
2 qualification salary for each county commissioner who has met
3 the certification requirements adopted by the Florida Counties
4 Foundation. Any county commissioner who is certified during a
5 calendar year may receive in that year a pro rata share of the
6 special qualification salary based on the remaining period of
7 the year.
8 (3)(2) No member of a governing body of a chartered
9 county or a county with a consolidated form of government
10 shall be deemed to be the equivalent of a county commissioner
11 for the purposes of determining the compensation of such
12 member under his or her respective charter.
13 Section 2. This act shall take effect October 1, 2002.

16 SENATE SUMMARY
17 Authorizes an additional $2,000 annual special
qualification salary for county commissioners who become
18 certified according to standards established by the
Florida Counties Foundation.
