2 A joint resolution proposing an amendment to
3 Section 7 of Article III of the State
4 Constitution, relating to the passage of bills
5 by the Legislature, to require a specified
6 review period for proposed legislation prior to
7 final passage.

9 Be It Resolved by the Legislature of the State of Florida:
10
11 That the following amendment to Section 7 of Article
12 III of the State Constitution is agreed to and shall be
13 submitted to the electors of this state for approval or
14 rejection at the next general election or at an earlier
15 special election specifically authorized by law for that
16 purpose:
17 ARTICLE III
18 LEGISLATURE
19 SECTION 7. Passage of bills.--Any bill may originate
20 in either house and after passage in one may be amended in the
21 other. It shall be read in each house on three separate days,
22 unless this rule is waived by two-thirds vote; provided the
23 publication of its title in the journal of a house shall
24 satisfy the requirement for the first reading in that house.
25 On each reading, it shall be read by title only, unless
26 one-third of the members present desire it read in full. With
27 the exception of general appropriation bills, including
28 conference reports therefor, subject to the seventy-two hour
29 public review period pursuant to Section 19 of this Article,
30 and with the exception of concurrent resolutions or
31 resolutions relating to extension of a session or legislative

1 organization or procedures, all bills, joint resolutions,
2 concurrent resolutions, resolutions, memorials, and conference
3 reports shall be furnished in their final form to each member
4 of the house hearing the measure at least forty-eight hours
5 prior to final passage by that house of the legislature. On
6 final passage, the vote of each member voting shall be entered
7 on the journal. Passage of a bill shall require a majority
8 vote in each house. Each bill and joint resolution passed in
9 both houses shall be signed by the presiding officers of the
10 respective houses and by the secretary of the senate and the
11 clerk of the house of representatives during the session or as
12 soon as practicable after its adjournment sine die.
13 BE IT FURTHER RESOLVED that the following statement be
14 placed on the ballot:
15 CONSTITUTIONAL AMENDMENT
16 ARTICLE III, SECTION 7
17 REVIEW PERIOD FOR PROPOSED LEGISLATION BEFORE FINAL
18 PASSAGE; EXEMPTIONS.--Proposing an amendment to the State
19 Constitution to require that all bills, joint resolutions,
20 concurrent resolutions, resolutions, memorials, and conference
21 reports be furnished in their final form to each member of the
22 house hearing the measure at least 48 hours prior to final
23 passage by that house of the Legislature, except for all
24 general appropriation bills and their conference reports,
25 which are subject to a separate 72-hour public-review period
26 under the State Constitution, and except for concurrent
27 resolutions or resolutions relating to extension of a session
28 or legislative organization or procedures.
