20  Any county that receives moneys pursuant to this paragraph

21  shall establish a fund to be used exclusively for receipt and

22  expenditure of the revenues collected pursuant to this

23  paragraph.  All fees placed in said fund, and any interest

24  accrued thereupon, shall be used solely for costs described in

25  subparagraph 1 and 2.  The money collected and interest earned

26  in this fund shall be appropriated for these purposes by the

27  county commissioners and incorporated into the annual county

28  budget.  Such fund shall be included within the financial

29  audit performed in accordance with s. 218.39.  A county may

30  carry forward, for up to 3 successive calendar years, up to 30

31  percent of the total the funds disbursed to the
