17         Section 1.  Subsection (11) is added to section

18  373.406, Florida Statutes, to read:

19         373.406  Exemptions.--The following exemptions shall

20  apply:

21         (11)  Any district or the department may adopt rules to

22  exempt from regulation under this part any system for a mining

23  or mining related activity that is described in or covered by

24  an exemption confirmation letter issued by the district

25  pursuant to applicable rules implementing this part that were

26  in effect at the time the letter was issued, and that will not

27  be harmful to the water resources. Such rules may include

28  provisions for the duration of this exemption.
