  1                      A bill to be entitled

  2         An act relating to the official Florida

  3         Statutes; amending ss. 11.2421, 11.2422,

  4         11.2424, and 11.2425, F.S.; adopting the

  5         Florida Statutes 2000, 2001, and 2002 and

  6         designating the portions thereof that are to

  7         constitute the official law of the state;

  8         providing that the Florida Statutes 2000 and

  9         2001 shall be effective retroactively and that

10         Florida Statutes 2002 shall be effective

11         immediately upon publication; providing that

12         general laws enacted during the November 1997

13         special session and the 1998, 1999, 2000, and

14         2001 sessions through the 2001 regular session

15         that are not included in the Florida Statutes

16         2002 are repealed; providing that general laws

17         enacted during the October 22-November 1, 2001,

18         and November 27-December 6, 2001, special

19         sessions and the 2002 regular session are not

20         repealed by this adoption act; providing that

21         this act does not affect civil lawsuits pending

22         on the date laws are repealed or adopted by

23         this act; providing that retroactive

24         application shall apply only to the extent

25         permitted by the Florida and United States

26         Constitutions; providing effective dates.

28  Be It Enacted by the Legislature of the State of Florida:

29

30         Section 1.  Effective July 4, 2000, section 11.2421,

31  Florida Statutes (1997), is amended to read:

  1         11.2421  Florida Statutes 2000 1999 adopted.--The

  2  accompanying revision, consolidation, and compilation of the

  3  public statutes of 1999 1997 of a general and permanent

  4  nature, excepting tables, rules, indexes, and other related

  5  matter contained therein, prepared by the Office of

  6  Legislative Services under the provisions of s. 11.242,

  7  together with corrections, changes, and amendments to and

  8  repeals of provisions of Florida Statutes 1997 enacted in

  9  additional reviser's bill or bills by the 1999 Legislature, is

10  adopted and enacted as the official statute law of the state

11  under the title of "Florida Statutes 2000 1999" and shall take

12  effect immediately upon publication.  Said statutes may be

13  cited as "Florida Statutes 2000 1999," "Florida Statutes," or

14  "F.S. 2000 1999."

15         Section 2.  Effective July 3, 2001, section 11.2421,

16  Florida Statutes (1997), as amended by section 1 of this act,

17  is amended to read:

18         11.2421  Florida Statutes 2001 2000 adopted.--The

19  accompanying revision, consolidation, and compilation of the

20  public statutes of 2000 1999 of a general and permanent

21  nature, excepting tables, rules, indexes, and other related

22  matter contained therein, prepared by the Office of

23  Legislative Services under the provisions of s. 11.242, is

24  adopted and enacted as the official statute law of the state

25  under the title of "Florida Statutes 2001 2000" and shall take

26  effect immediately upon publication.  Said statutes may be

27  cited as "Florida Statutes 2001 2000," "Florida Statutes," or

28  "F.S. 2001 2000."

29         Section 3.  Section 11.2421, Florida Statutes (1997),

30  as amended by sections 1 and 2 of this act, is amended to

18  and every part of such statute, not included in Florida

19  Statutes 2000 1999, as adopted by s. 11.2421, as amended, or

20  recognized and continued in force by reference therein or in

21  ss. 11.2423 and 11.2424, as amended, is repealed.

22         Section 5.  Effective July 3, 2001, section 11.2422,

23  Florida Statutes (1997), as amended by section 4 of this act,

24  is amended to read:

25         11.2422  Statutes repealed.--Every statute of a general

26  and permanent nature enacted by the State or by the Territory

27  of Florida at or prior to the November 1997 special session or

28  the regular 2000 1998 and 1999 legislative session sessions,

29  and every part of such statute, not included in Florida

30  Statutes 2001 2000, as adopted by s. 11.2421, as amended, or

  1  recognized and continued in force by reference therein or in

  2  ss. 11.2423 and 11.2424, as amended, is repealed.

  3         Section 6.  Section 11.2422, Florida Statutes (1997),

  4  as amended by sections 4 and 5 of this act, is amended to

  5  read:

  6         11.2422  Statutes repealed.--Every statute of a general

  7  and permanent nature enacted by the State or by the Territory

  8  of Florida at or prior to the regular 2001 2000 legislative

  9  session, and every part of such statute, not included in

10  Florida Statutes 2002 2001, as adopted by s. 11.2421, as

11  amended, or recognized and continued in force by reference

12  therein or in ss. 11.2423 and 11.2424, as amended, is

13  repealed.

14         Section 7.  Effective July 4, 2000, section 11.2424,

15  Florida Statutes (1997), is amended to read:

16         11.2424  Laws not repealed.--Laws enacted at the 2000

17  November 1997 special session, the 1998 regular session, and

18  the 1999 regular session are not repealed by the adoption and

19  enactment of the Florida Statutes 2000 1999 by s. 11.2421, as

20  amended, but shall have full effect as if enacted after its

21  said adoption and enactment.

22         Section 8.  Effective July 3, 2001, section 11.2424,

23  Florida Statutes (1997), as amended by section 7 of this act,

24  is amended to read:

25         11.2424  Laws not repealed.--Laws enacted at the 2001

26  2000 regular session are not repealed by the adoption and

27  enactment of the Florida Statutes 2001 2000 by s. 11.2421, as

28  amended, but shall have full effect as if enacted after its

29  said adoption and enactment.

  1         Section 9.  Section 11.2424, Florida Statutes (1997),

  2  as amended by sections 7 and 8 of this act, is amended to

  3  read:

  4         11.2424  Laws not repealed.--Laws enacted at the

  5  October 22-November 1, 2001, and November 27-December 6, 2001,

  6  special sessions and the 2002 2001 regular session are not

  7  repealed by the adoption and enactment of the Florida Statutes

  8  2002 2001 by s. 11.2421, as amended, but shall have full

  9  effect as if enacted after its said adoption and enactment.

10         Section 10.  Effective July 4, 2000, section 11.2425,

11  Florida Statutes (1997), is amended to read:

12         11.2425  Rights reserved under repealed or adopted

13  statutes.--The repeal or adoption of any statute by the

14  adoption and enactment of Florida Statutes 2000 1999, by s.

15  11.2421, as amended, shall not affect any right accrued before

16  such repeal or adoption or any civil remedy where a suit is

17  pending.

18         Section 11.  Effective July 3, 2001, section 11.2425,

19  Florida Statutes (1997), as amended by section 10 of this act,

20  is amended to read:

21         11.2425  Rights reserved under repealed or adopted

22  statutes.--The repeal or adoption of any statute by the

23  adoption and enactment of Florida Statutes 2001 2000, by s.

24  11.2421, as amended, shall not affect any right accrued before

25  such repeal or adoption or any civil remedy where a suit is

27         Section 12.  Section 11.2425, Florida Statutes (1997),

28  as amended by sections 10 and 11 of this act, is amended to

  4  pending.

  5         Section 13.  It is the intent of the Legislature that

  6  the recodification of the Florida Statutes occur on an annual

  7  basis.

  8         Section 14.  The provisions of this act are of a

  9  remedial and curative nature and, to the extent permitted

10  under the Constitution of the United States of America and the

11  Constitution of the State of Florida, are intended to be

12  applied retroactively.

13         Section 15.  Except as otherwise provided herein, this

14  act shall take effect 60 days after the adjournment sine die

15  of the 2002 regular session of the Florida Legislature.
