17  and insert:

18         (5)  Sections 1, 2, 4, and 5 of this act do not apply

19  to nor shall affect, directly or indirectly, any municipality

20  that has submitted before August 1, 2002 its finding of

21  necessity, or application for approval of a community

22  redevelopment plan, or an application to amend an existing

23  community redevelopment plan to a county that has adopted a

24  home rule charter.
