15  remove:  all said lines

17  and insert:  water reuse facilities, which may serve

18  populations within but not or outside of the members of the

19  entity unless the governing body of the county or municipality

20  where the population to be served is located grants the entity

21  permission to provide service within the boundaries of that

22  county or municipality and the county in which the facilities

23  are located assumes rate-setting jurisdiction over the

24  facilities or delegates such jurisdiction to the Florida

25  Public Service Commission, except for regional water supply

26  authorities created pursuant to s. 373.1963, and the sale or

27  resale of bulk supplies of water or the sale or resale of

28  wastewater services pursuant to s. 367.022.  Notwithstanding

29  s. 367.171(7), except as provided in this paragraph, any
