14 On page 2, between lines 8 and 9,

16 insert:
17 Section 2. Effective upon becoming a law, subsection
18 (6) of section 103.091, Florida Statutes, is amended to read:
19 103.091 Political parties.--
20 (6)(a)1. In addition to the members provided for in
21 subsection (1), each county executive committee shall include
22 all members of the Legislature who are residents of the county
23 and members of their respective political party and who shall
24 be known as at-large committeemen and committeewomen.
25 (b)2. Each state executive committee shall include, as
26 at-large committeemen and committeewomen, all members of the
27 United States Congress representing the State of Florida who
28 are members of the political party, all statewide elected
29 officials who are members of the party, and all members of the
30 Legislature who are members of the political party. the
31 President of the Senate or the Minority Leader in the Senate,

1 and the Speaker of the House of Representatives or the
2 Minority Leader in the House of Representatives, whichever is
3 a member of the political party, and 20 members of the
4 Legislature who are members of the political party. Ten of
5 the legislators shall be appointed with the concurrence of the
6 state chair of the respective party, as follows: five to be
7 appointed by the President of the Senate; five by the Minority
8 Leader in the Senate; five by the Speaker of the House of
9 Representatives; and five by the Minority Leader in the House.
10 (c)3. When a political party allows any member of the
11 state executive committee to have more than one vote per
12 person, other than by proxy, in a matter coming before the
13 state executive committee, the 20 members of the Legislature
14 appointed under subparagraph 2. shall not be appointed to the
15 state executive committee and the following elected officials
16 who are members of that political party shall be appointed and
17 shall have the following votes:
18 1.a. Governor: a number equal to 25 15 percent of
19 votes cast by state executive committeemen and committeewomen;
20 2.b. Lieutenant Governor: a number equal to 10 5
21 percent of the votes cast by state executive committeemen and
22 committeewomen;
23 3.c. Each member of the United States Senate
24 representing the state: a number equal to 10 percent of the
25 votes cast by state executive committeemen and committeewomen;
26 d. Secretary of State: a number equal to 5 percent of
27 the votes cast by state executive committeemen and
28 committeewomen;
29 4.e. Attorney General: a number equal to 5 percent of
30 the votes cast by state executive committeemen and
31 committeewomen;

1 5.f. Chief Financial Officer Comptroller: a number
2 equal to 5 percent of the votes cast by state executive
3 committeemen and committeewomen;
4 g. Treasurer: a number equal to 5 percent of the
5 votes cast by state executive committeemen and committeewomen;
6 6.h. Commissioner of Agriculture: a number equal to 5
7 percent of the votes cast by state executive committeemen and
8 committeewomen;
9 i. Commissioner of Education: a number equal to 5
10 percent of the votes cast by state executive committeemen and
11 committeewomen;
12 7.j. President of the Senate: a number equal to 10
13 percent of the votes cast by state executive committeemen and
14 committeewomen;
15 8.k. Minority leader of the Senate: a number equal to
16 10 percent of the votes cast by state executive committeemen
17 and committeewomen;
18 9.l. Speaker of the House of Representatives: a
19 number equal to 10 percent of the votes cast by state
20 executive committeemen and committeewomen;
21 10.m. Minority leader of the House of Representatives:
22 a number equal to 10 percent of the votes cast by state
23 executive committeemen and committeewomen; and
24 11.n. Each member of the United States House of
25 Representatives representing the state, and each member of the
26 Legislature, who is a member of the political party: a number
27 equal to 2 1 percent of the votes cast by state executive
28 committeemen and committeewomen.
29 (d)1.4.a. The governing body of each state executive
30 committee as defined by party rule shall include as at-large
31 committeemen and committeewomen all statewide elected

1 officials who are members of such political party; up to four
2 members of the United States Congress representing the state
3 who are members of such political party and who shall be
4 appointed by the state chair on the basis of geographic
5 representation; the permanent presiding officer selected by
6 the members of each house of the Legislature who are members
7 of such political party; and the minority leader selected by
8 the members of each house of the Legislature who are members
9 of such political party.
10 2.b. All members of the governing body shall have one
11 vote per person.
