1 A bill to be entitled
2 An act relating to parking permits for the
3 disabled; amending s. 320.0848, F.S.; revising
4 provisions prescribing the appearance of such
5 parking permits, to require a photograph of the
6 applicant; providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Paragraph (a) of subsection (2) of section
11 320.0848, Florida Statutes, is amended to read:
12 320.0848 Persons who have disabilities; issuance of
13 disabled parking permits; temporary permits; permits for
14 certain providers of transportation services to persons who
15 have disabilities.--
16 (2) DISABLED PARKING PERMIT; PERSONS WITH LONG-TERM
17 MOBILITY PROBLEMS.--
18 (a) The disabled parking permit is a placard that can
19 be placed in a motor vehicle so as to be visible from the
20 front and rear of the vehicle. Each side of the placard must
21 have the international symbol of accessibility in a
22 contrasting color in the center so as to be visible. One side
23 of the placard must display the applicant's driver's license
24 number or state identification card number and a photograph
25 taken within 4 years prior to the date of the application for
26 the placard along with a warning that the applicant must have
27 such identification at all times while using the parking
28 permit. A validation sticker must also be issued with each
29 disabled parking permit, showing the month and year of
30 expiration on each side of the placard. Validation stickers
31 must be of the size specified by the Department of Highway

1 Safety and Motor Vehicles and must be affixed to the disabled
2 parking permits. The disabled parking permits must use the
3 same colors as license plate validations.
4 Section 2. This act shall take effect July 1, 2002.

7 SENATE SUMMARY
8 Revises a provision relating to parking permits for
disabled persons having long-term mobility problems.
9 Deletes a warning requirement and requires that the
permit placard display a photograph of the applicant
10 taken within 4 years prior to the date of application for
the placard.
