  1                      A bill to be entitled

  2         An act relating to trust funds; creating the

  3         Digital Divide Trust Fund in the State

  4         Technology Office; providing for sources of

  5         moneys and purposes; providing for

  6         administration of the fund; providing for

  7         future review and termination or re-creation of

  8         the trust fund; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  (1)  The Digital Divide Trust Fund is

13  created in the State Technology Office for the purpose of

14  receiving and disbursing funds required to pay part or all of

15  the costs of facilitating design and implementation of one or

16  more programs using information technology to educate and

17  train members of economically disadvantaged families to become

18  qualified to compete effectively for high-skill, high-wage

19  employment opportunities in this state. The trust fund shall

20  be administered by the Digital Divide Council in the State

21  Technology Office.

22         (2)  The Digital Divide Trust Fund may receive funding

23  lawfully made from other sources, including, but not limited

24  to, appropriations from the state and gifts, donations, and

25  matching contributions from other public agencies and private

26  persons and entities.

27         Section 2.  Under Section 19(f)(2), Article III of the

28  State Constitution, the Digital Divide Trust Fund is

29  terminated July 1, 2006, unless terminated sooner. Before its

30  scheduled termination, the trust fund must be reviewed as

31  provided in section 215.3206(1) and (2), Florida Statutes.

  1         Section 3.  This act shall take effect July 1, 2002.

  3          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
  4                         Senate Bill 1394

  6  The Committee Substitute substantively amends SB 1394 by
    deleting the phrase "in the information technology industry"
  7  from the description of the Digital Divide Trust Fund's
    purpose in order to conform the purpose to that of the Digital
  8  Divide Council.
