1 A bill to be entitled
2 An act relating to the Office of Program Policy
3 Analysis and Government Accountability;
4 providing a short title; requiring the office
5 to report certain economic indicators to the
6 Legislature each year for certain purposes;
7 requiring the office to establish methodologies
8 and assumptions relating to such indicators;
9 requiring the office to develop such economic
10 indicators for certain years; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. This act may be cited as the "Government
16 Yardstick Act."
17 Section 2. (1) The Office of Program Policy Analysis
18 and Government Accountability shall report, by January 1 of
19 each year, to the President of the Senate and the Speaker of
20 the House of Representatives the following economic indicators
21 which shall be used to determine the size and impact of the
22 government sector in this state:
23 (a) Spending by the state and local governments, as a
24 percentage of state domestic product, including, but not
25 limited to, grants, subcontracted labor, and all other
26 expenditures of government and quasi-governmental entities.
27 (b) An estimate of the cost of compliance with
28 regulations of the state and local governments as a percentage
29 of state domestic product. Such costs shall be limited to the
30 expenditures for labor, materials, and equipment necessary to
31 comply with such regulations.

1 (c) Total state and local government employment,
2 including, but not limited to, subcontracted labor, expressed
3 in full-time employee equivalents.
4 (d) Total assets of the state and local governments.
5 (e) Total liabilities of the state and local
6 governments, including, but not limited to, public
7 indebtedness.
8 (f) To the extent similar data is available, a
9 comparative analysis of the size and impact of this state's
10 government sector with that of all other states.
11 (2) The office shall establish a methodology and
12 appropriate assumptions necessary for the efficient and
13 cost-effective implementation of this act. After establishing
14 a methodology, the office shall use the economic indicators to
15 establish a baseline for the year 2000. Using the same
16 methodology, the office shall prepare the economic indicators
17 for the years 1980 and 1990, including any supplemental
18 assumptions necessary to bridge gaps in available data. Where
19 necessary in the report of economic indicators, qualifying
20 statements may be made to make clear the limitations of the
21 methodology and any resultant range of accuracy.
22 Section 3. This act shall take effect upon becoming a
23 law.
