14         Senate Amendment 

15         On page 4, between lines 10 and 11,

17  insert:

18         (e)  The county and the municipalities that would be

19  affected by the annexation plan shall attempt to negotiate in

20  good faith an interlocal agreement between the municipalities

21  and the county. The interlocal agreement should include, at a

22  minimum, the completion of planned infrastructure improvements

23  by the county and a transitional plan.
