16  remove:  all of said lines

18  and insert:

19         Section 3.  The Legislature intends that the provisions

20  of this bill may not be retroactively applied to manatee

21  protection rules existing on the effective date of this act

22  unless the commission proposes to amend or revise such rules

23  after this bill takes effect.  Proposed rules which are

24  currently subject to an administrative challenge that is

25  pending as of February 12, 2002, are not subject to the

26  provisions of this bill until reviewed pursuant to the rule

27  review schedule established in paragraph (j) of subsection (2)

28  of section 370.12, F.S., as created in this act, unless a

29  court or administrative hearing officer should find such

30  proposed rule to be invalid.
