14 On page 2, lines 5-30, delete those lines
15
16 and insert:
17 (2) The board shall adopt rules regarding educational
18 objectives, faculty qualifications, curriculum guidelines,
19 administrative procedures, and clinical training as are
20 necessary to ensure that approved programs graduate nurses
21 capable of competent practice under this part. The rules must
22 consider student attrition rate standards and retention of
23 qualified faculty and shall establish thresholds to serve as
24 indicators of successful program performance.
25 (3) The department shall survey each institution
26 applying for approval and submit its findings to the board.
27 If the board is satisfied that the program meets the
28 requirements of this part and rules pursuant thereto, it shall
29 certify the program for approval and the department shall
30 approve the program.
31 (4) Any fully approved nursing program that maintains

1 accreditation through a nursing accrediting body recognized by
2 the United States Department of Education is exempt from
3 review by the board if it maintains a student pass rate on the
4 National Clinical Licensure Exam of not less than 10
5 percentage points below the national average pass rate, as
6 reported annually by the National Council of State Boards of
7 Nursing.
8 (5) If an institution's rate drops below the standard
9 established in subsection (4) for 2 consecutive years, the
