  1                      A bill to be entitled

  2         An act relating to citizen support organization

  3         audits; amending s. 215.981, F.S.; revising

  4         provisions relating to annual audits; providing

  5         an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Section 215.981, Florida Statutes, is

10  amended to read:

11         215.981  Audits of state agency direct-support

12  organizations and citizen support organizations.--Each

13  direct-support organization and each citizen support

14  organization, created or authorized pursuant to law, and

15  created, approved, or administered by a state agency, other

16  than a university, district board of trustees of a community

17  college, or district school board, shall provide for an annual

18  financial audit of its accounts and records to be conducted by

19  an independent certified public accountant in accordance with

20  rules adopted by the Auditor General pursuant to s. 11.45(8)

21  and the state agency that created, approved, or administers

22  the direct-support organization or citizen support

23  organization, whenever the organization's annual expenses

24  exceed $100,000. The audit report shall be submitted within 9

25  months after the end of the fiscal year to the Auditor General

26  and to the state agency responsible for creation,

27  administration, or approval of the direct-support organization

28  or citizen support organization. Such state agency, the

29  Auditor General, and the Office of Program Policy Analysis and

30  Government Accountability shall have the authority to require

31  and receive from the organization or from the independent

  1  auditor any records relative to the operation of the

  2  organization.

  3         Section 2.  This act shall take effect July 1, 2002.

                       COMMITTEE SUBSTITUTE FOR
  6                         Senate Bill 1502

  8  The Committee Substitute wholly incorporates an amendment
    adopted in a prior committee but separately attached. That
  9  amendment limits the audit requirements to organizations with
    annual expenses in excess of $100,000.
