14         Senate Amendment (with title amendment) 
15         On page 3, line 1,
16  
17  insert:  
18         Section 2.  Subsection (5) is added to section 112.533,
19  Florida Statutes, to read:
20         112.533  Receipt and processing of complaints.--
21         (5)  The Legislature finds as a matter of public policy
22  and fact that it is necessary to provide statewide uniform
23  standards and rights for the investigation of complaints
24  against law enforcement and correctional officers and the
25  interrogation of any such officer during the investigation for
26  any reason that could lead to disciplinary action, demotion,
27  or dismissal. Therefore, when a law enforcement agency or
28  correctional agency has undertaken an investigation as
29  provided in this section, it shall be the exclusive procedure
30  for investigation of a complaint against such an officer for a
31  finding of whether or not to proceed with disciplinary action

 1  or to file charges in the matter. No other investigation shall
 2  be undertaken by a non-agency reviewing authority for purposes
 3  of investigation of such a complaint, since the Legislature
 4  finds it necessary to preempt the field of regulation on such
 5  matters.
