  1                      A bill to be entitled

  2         An act relating to public school curriculum;

  3         requiring each district school board to develop

  4         a plan for a K-12 foreign language curriculum;

  5         requiring submission of the plan to the

  6         Commissioner of Education; providing for

  7         technical assistance; requiring submission of a

  8         summary report of school district plans;

  9         providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12  

13         Section 1.  (1)  Each district school board shall

14  develop a plan for a K-12 foreign language curriculum to be

15  implemented in the 2006-2007 school year and thereafter. In

16  addition to curriculum design and content, each plan must

17  address the following:

18         (a)  An implementation strategy and timeline.

19         (b)  A foreign language professional development

20  program for instructional personnel.

21         (c)  An estimated program budget.

23  Each school district must submit its plan to the Commissioner

24  of Education no later than June 30, 2004.

25         (2)  The Department of Education shall provide

26  technical assistance to the school districts upon request.

27         (3)  The commissioner shall prepare a summary of school

28  district plans for submission to the Governor, the President

29  of the Senate, and the Speaker of the House of Representatives

30  no later than January 1, 2005. The summary report must

31  include:

  1         (a)  Progress made by school districts in implementing

  2  the provisions of this section.

  3         (b)  Problems or difficulties encountered by school

  4  districts.

  5         (c)  The availability of instructional resources and

  6  personnel.

  7         (d)  A projected budget for the first year of program

  8  implementation.

  9         Section 2.  This act shall take effect July 1, 2002.
