17 Section 1064. Section 112.063, Florida Statutes, is
18 amended to read:
19 112.063 Reimbursement of county employees for
20 educational expenses.--County constitutional officers and the
21 governing body of a county county commissioners are authorized
22 to reimburse employees for educational expenses, subject to
23 the following conditions:
24 (1) The coursework must be designed to enhance the
25 knowledge, skills, and abilities relating to official duties
26 which the employees perform.
27 (2) The reimbursement of educational expenses in no
28 way obligates the officer or commissioner to grant time off or
29 leave for the taking or completion of such course or program
30 of instruction.
31 (3) An employee shall not be permitted to utilize any

1 space, personnel, equipment, or supplies of the office by
2 which he or she is employed in the process of fulfilling any
3 of the requirements imposed by the coursework for which he or
4 she is being reimbursed.
5 (4) The limitations contained in subsections (1)-(3)
6 shall not be construed to apply to any courses offered by or
7 as a part of an educational program sponsored by any state
8 agency for which the constitutional officer or commissioner is
9 obligated to perform duties prescribed by law, or any
10 educational program conducted in furtherance of s. 195.002, if
11 such limitations did not exist prior to July 1, 1990.
12 (5) Notwithstanding the limitation in subsection (1),
13 the governing body of a county may, by ordinance or
14 resolution, authorize the reimbursement of employees for
15 educational expenses relating to coursework which is designed
16 to enhance the knowledge, skills, and ability of employees in
17 a career field beyond the official duties which the employees
18 perform, or which provides career development opportunities
19 for employees whose positions will be displaced because of
20 organizational changes to the county government.

22 Nothing in this section shall be construed as prohibiting
23 employees from receiving otherwise authorized per diem
24 expenses provided for by s. 112.061, nor shall it be construed
25 as prohibiting the payment of wages otherwise due under the
26 provisions of state or federal law.
