14         On page 1, between lines 21 and 22,

16  and insert:

17         Section 2.  Limitation of enterprise zone benefits and

18  incentives to pari-mutuels.--No person located in an area for

19  which a permit or license has been issued authorizing

20  pari-mutuel operations may receive benefits or incentives due

21  to the person's location within an enterprise zone.
