17 Section 22. Subsections (2) and (3) of section
18 235.2155, Florida Statutes, are amended to read:
19 235.2155 School Infrastructure Thrift Program Act.--
20 (2) The School Infrastructure Thrift Program (SIT
21 Program) is established within the Department of Education,
22 and the State Board of Education may adopt rules as necessary
23 to operate the program. To facilitate the program's purposes,
24 the department shall aggressively seek the elimination or
25 revision of obsolete, excessively restrictive, or unnecessary
26 laws, rules, and regulations for the purpose of reducing the
27 cost of constructing educational facilities and related costs
28 without sacrificing safety or quality of construction. Such
29 efforts must include, but are not limited to, the elimination
30 of duplicate or overlapping inspections; the relaxation of
31 requirements relating to the life cycle of buildings,

1 landscaping, operable glazing, operable windows, radon
2 testing, and firesafety, and emergency shelter construction
3 where lawful, safe, and cost-beneficial; and other cost
4 savings identified as lawful, safe, and cost-beneficial.
5 (3) The SIT Program is designed as:
6 (a) An incentive program to reward districts for:
7 1. savings realized through functional, frugal
8 construction.
9 2. Savings realized through the operation of charter
10 schools in non-school-district facilities during the
11 1996-1997, 1997-1998, 1998-1999, and 1999-2000 school years.
12 (b) A recognition program to provide an annual SMART
13 school of the year recognition award to the district that
14 builds the highest quality functional, frugal school.
