14 On page 120, between lines 10 and 11,

16 insert:
17 Section 104. Each district school board and county
18 supervisor of elections should cooperate to provide voter
19 education to high-school students who are in grade 12. This
20 educational effort should include instruction in the
21 responsibilities of voters, how to vote, how and when to
22 preregister, and how to use voting machines. Students who
23 have satisfactorily completed the instruction should be
24 allowed to preregister to vote. Such instruction should take
25 place during school hours, for instance during a senior
26 assembly or other such event, so as to facilitate focusing on
27 12th-graders.
