15 On page 51, line 12, following the period

17 insert: The Governor shall convene a validity panel to make
18 comprehensive recommendations on the impacts of specific
19 accommodations on statewide assessments to the Florida Board
20 of Education by October 1, 2002. These recommendations must be
21 based on an evaluation and analysis of the types of
22 accommodations that are used for instructional purposes as
23 identified in the student's Individual Education Plan or 504
24 plan. The recommendations must include a review of the impact
25 of these accommodations on the validity of the statewide
26 assessments and must be based on proven research and evidence.
27 The panel shall consist of 11 members appointed by the
28 Governor, and shall include 3 advocates, 3 parents of students
29 with disabilities, 3 professional educators with expertise in
30 programs for students with disabilities, and 2 assessment and
31 testing experts. Based on the recommendations by the panel,

1 the Florida Board of Education shall develop a list of
2 specific accommodations scientifically determined to have a
