14         Substitute Amendment for Amendment (521185) 

15  remove:  everything after the enacting clause

17  and insert:

18         331.308  Board of supervisors.--

19         (1)  There is created within the Spaceport Florida

20  Authority a board of supervisors consisting of eight seven

21  regular members, who shall be appointed by the Governor, and

22  two ex officio nonvoting members, one of whom shall be a state

23  senator selected by the President of the Senate and one of

24  whom shall be a state representative selected by the Speaker

25  of the House of Representatives, all of whom shall be subject

26  to confirmation by the Senate at the next regular session of

27  the Legislature. The Lieutenant Governor shall serve as Chair

28  of the board of supervisors, and shall cast the deciding vote

29  if the votes of the eight regular members result in a tie.

30  All regular members shall be subject to confirmation by the

31  Senate at the next regular session of the Legislature.

  1  Existing board members are not prohibited from reappointment.

  2  Each of the regular board members must be a resident of the

  3  state and must have experience in the aerospace or commercial

  4  space industry or in finance or have other significant

  5  relevant experience. Four of the Governor's appointees must be

  6  representatives of Florida's space-flight related businesses,

  7  as defined in s. 212.031, of which one of the four shall also

  8  be a small business as defined in s. 288.703.  One regular

  9  member shall represent organized labor interests and one

10  regular member shall represent minority interests.

11  Appointments of regular members shall be for a four-year term.

24         Lieutenant Governor as the chair of the board

25         of supervisors and as the state's space policy

26         leader; providing an effective date.
