12  offered the following:

14         Amendment (with title amendment) 

15  Remove everything after the enacting clause

16

17  and insert:  331.308--Board of Supervisors--

18         (1)--There is created within the Spaceport Florida

19  Authority a board of supervisors consisting of eight seven

20  regular members, who shall be appointed by the Governor, and

21  two ex officio nonvoting members, one of whom shall be a state

22  senator selected by the President of the Senate and one whom

23  shall be a state representative selected by the Speaker of the

24  House of Representatives, all of whom shall be subject to

25  confirmation by the Senate at the next regular session of the

26  Legislature.  The Lieutenant Governor shall serve as Chair of

27  the board of supervisors, and shall cast the deciding vote if

28  the votes of the eight regular members result in a tie.  All

29  regular members shall be subject to confirmation by the Senate

30  at the next regular session of the Legislature.  Existing

31  board members are not prohibited from reappointment.  Each of

  1  the regular board member must be a resident of the state and

  2  must have experience in the aerospace or space industry or in

  3  finance or have significant relevant experience.  Four of the

  4  Governor's appointees must be representatives of Florida's

  5  space-flight related businesses, as defined in s. 212.031, of

  6  which one of the four shall also be a small business as

  7  defined in s. 288.703. One regular member shall represent

  8  organized labor interests and one regular member shall

  9  represent minority interests. Appointments of regular members

10  shall be for a four-year term.

16  remove:  all of said lines

18  and insert:

19         A bill to be entitled An act relating to the

20         Spaceport Florida Authority; amending. 331.308,

21         F.S.; revising membership of and procedures

22         related to the board of supervisors;

23         designating the Lieutenant Governor as the

24         chair of the board of supervisors and as the

25         state's space policy leader; providing an

26         effective date.
