1 A bill to be entitled
2 An act relating to disaster preparedness;
3 amending s. 252.365, F.S.; revising the process
4 for coordination and approval of
5 disaster-preparedness plans; directing each
6 agency coordination officer to complete a
7 revised plan by a specified date; requiring the
8 Division of Emergency Management of the
9 Department of Community Affairs to develop
10 guidelines for the plans; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Subsection (3) of section 252.365, Florida
16 Statutes, is amended to read:
17 252.365 Designation of emergency coordination
18 officers.--
19 (3) These individuals shall be responsible for
20 ensuring that each state agency and facility, such as a
21 prison, office building, or university, has a disaster
22 preparedness plan that is coordinated with approved by the
23 applicable local emergency-management emergency management
24 agency and approved by or the division.
25 (a) The disaster-preparedness plan must outline a
26 comprehensive and effective program to ensure continuity of
27 essential state functions under all circumstances. The plan
28 must identify a baseline of preparedness for a full range of
29 potential emergencies to establish a viable capability to
30 perform essential functions during any emergency or other
31 situation that disrupts normal operations.

1 (b) The plan must include, at a minimum, the following
2 elements: identification of essential functions, programs, and
3 personnel; procedures to implement the plan and personnel
4 notification and accountability; delegations of authority and
5 lines of succession; identification of alternative facilities
6 and related infrastructure, including those for
7 communications; identification and protection of vital records
8 and databases; and schedules and procedures for periodic
9 tests, training, and exercises.
10 (c) The division shall develop and distribute
11 guidelines for developing and implementing the plan. Each
12 agency is encouraged to initiate and complete development of
13 its plan immediately, but no later than July 1, 2003.
14 Section 2. This act shall take effect upon becoming a
15 law.
