1 A bill to be entitled
2 An act relating to supportive housing;
3 directing the Secretary of Children and Family
4 Services to establish a workgroup to review
5 issues associated with services and supports
6 provided through state-funded supportive
7 housing; providing for membership and staff of
8 the workgroup; requiring recommendations;
9 requiring inclusion of the recommendations in
10 the state substance abuse and mental health
11 master plan; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. The Secretary of Children and Family
16 Services shall establish a workgroup for the purposes of
17 reviewing issues associated with services and supports
18 provided through state-funded supportive housing, and
19 developing legislative recommendations for state-funded
20 supportive housing living arrangements. The workgroup shall
21 address development of administrative rules regarding:
22 (1) The definition of "supportive housing services."
23 (2) Consumer health and safety.
24 (3) The use of subsidies funded by the Department of
25 Children and Family Services.

27 The Secretary of Children and Family Services shall ensure
28 that representatives participate in the workgroup from the
29 Department of Children and Family Services and from the Agency
30 for Health Care Administration, the Florida Health Care
31 Association, the Florida Assisted Living Affiliation, the

1 Florida Association of Homes for the Aging, the Florida
2 Council for Behavioral Healthcare, Inc., the National Alliance
3 for the Mentally Ill, the Florida Advocacy Center for Persons
4 with Disabilities, Inc., the Florida Coalitions for the
5 Homeless, the Florida Housing Coalition, the Florida AIDS
6 Action, the Florida Hospital Association, the Florida
7 Long-Term Care Ombudsman, the Florida Statewide Advocacy
8 Council, the Florida Sheriffs Association, the Florida
9 Psychiatric Society, and the Florida Association of Counties.
10 The workgroup shall be staffed by the Department of Children
11 and Family Services. Each member of the workgroup shall serve
12 at his or her own expense. The workgroup shall prepare
13 recommendations no later than November 2002 and shall include
14 the recommendations in the January 2003 update to the state
15 mental health and substance abuse master plan.
16 Section 2. This act shall take effect upon becoming a
17 law.
