1 A bill to be entitled
2 An act relating to school advisory councils;
3 amending s. 229.58, F.S.; requiring school
4 advisory councils to adopt bylaws; requiring
5 that the bylaws include procedures for
6 establishing a quorum, requiring notice of
7 meetings, and replacing members; authorizing
8 the district school board to review the
9 proposed bylaws; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Paragraph (d) is added to subsection (1) of
14 section 229.58, Florida Statutes, to read:
15 229.58 District and school advisory councils.--
16 (1) ESTABLISHMENT.--
17 (d) Each school advisory council shall adopt bylaws
18 establishing procedures for:
19 1. Requiring a quorum to be present before a vote may
20 be taken by the school advisory council. A majority of the
21 membership of the council constitutes a quorum.
22 2. Requiring at least 3-days' advance notice in
23 writing to all members of the advisory council of any matter
24 that is scheduled to come before the council for a vote.
25 3. Scheduling meetings when parents, students,
26 teachers, business persons, and members of the community can
27 attend.
28 4. Replacing any member who has two unexcused
29 consecutive absences from a school advisory council meeting
30 that is noticed according to the procedures in the bylaws.
31 5. Recording minutes of meetings.

2 The district school board may review all proposed bylaws of a
3 school advisory council and shall maintain a record of minutes
4 of council meetings.
5 Section 2. This act shall take effect July l, 2002.
