14 On page 3, between lines 16 & 17, of the amendment

16 insert:
17 3. After a district school board approves an
18 application for a conversion charter school, the school shall
19 establish a conversion committee in order to develop a charter
20 required pursuant to subsection (10). The conversion committee
21 shall be comprised of the following nine members:
22 a. The principal of the school, or his or her
23 designee, who shall serve as the chair.
24 b. Two teachers of the school who are selected by
25 other teachers in the school.
26 c. Three nonrelated parents of students enrolled at
27 the school.
28 d. Three at-large members selected by the six members
29 listed in sub-subparagraphs a., b., and c.
30 4. The conversion committee shall meet at least once a
31 month. Each meeting shall be noticed at least 72 hours in

1 advance by prominently displaying a written notice in the
2 school and by sending a written notice to the parents of each
3 student. At each meeting, the conversion committee shall
4 reserve a certain amount of time for public participation.
5 5. The conversion committee shall be responsible for
6 developing a charter as required pursuant to subsection (10).
7 The conversion committee shall submit a copy of the proposed
8 charter to the school's parents, teachers, and administrators
9 within 120 days after the district school board approves the
10 application for the conversion charter school. Any
11 recommendations and amendments to the proposed charter shall
12 be submitted to the conversion committee within 15 days after
13 the proposed charter is submitted to the school's parents,
14 teachers, and administrators. The conversion committee shall
15 convene at least one additional meeting in order to discuss
16 and take action on the recommendations and amendments to the
17 proposed charter that were submitted.
18 6. Within 15 days after recommendations and amendments
19 to the proposed charter are submitted, the conversion
20 committee shall submit a copy of the final version of the
21 proposed charter to the school's parents, teachers, and
22 administrators.
23 7. Within 10 days after a copy of the final version of
24 the proposed charter is submitted to the school's parents,
25 teachers, and administrators, the school's parents and
26 teachers shall vote for the approval of the final version of
27 the proposed charter. In order to approve the final version of
28 the proposed charter, the vote shall demonstrate the support
29 of at least 50 percent of the teachers employed at the school
30 and 50 percent of the parents voting whose children are
31 enrolled at the school, provided that a majority of the

1 parents eligible to vote participate in the ballot process.
2 Should the final version of the proposed charter not be
3 approved, the school shall withdraw its application for a
4 conversion charter school.
