14 On page 4, between lines 28 and 29, of the bill

16 insert:
17 Section 2. Administration of the Florida
18 Comprehensive Assessment Test (FCAT) each school year is
19 contingent on full funding for low-performing schools in that
20 fiscal year. For the 2002-2003 fiscal year, "full funding"
21 means $10,000,000 for continuation of grants and aids to
22 improve student performance, student achievement, and
23 readiness for college in low-performing schools. For
24 subsequent fiscal years, "full funding" means an amount equal
25 to the funds appropriated for low-performing schools in the
26 prior fiscal year, adjusted annually for inflation and
27 increases in population of students in "D" and "F" schools.
