1 A bill to be entitled
2 An act relating to the education of exceptional
3 students; creating a grant program to enable
4 regular-education teachers in specified
5 counties to participate in inclusive
6 educational programs for
7 exceptional-student-education students who have
8 developmental disabilities; providing for the
9 Florida Inclusion Network to train the teachers
10 and other service providers; providing for
11 exceptional-student-education support for the
12 program; providing for administering surveys;
13 providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Exceptional student education; grants for
18 inclusive educational programs.--
19 (1) There is created a grant program for the purpose
20 of recruiting 15 regular-education teachers from each of five
21 school districts, in Citrus County, Lake County, Marion
22 County, Pasco County, and Polk County, to participate in
23 inclusive educational programs for one
24 exceptional-student-education (ESE) student who has a
25 developmental disability per regular classroom for the
26 2002-2003 school year.
27 (2) Before the 2002-2003 school year, the Florida
28 Inclusion Network (FIN) shall provide, at no cost to the
29 school districts, mandatory training to regular-education
30 teachers who participate in the grant program under subsection
31 (1) and to other providers of services to designated ESE

1 students. Participating teachers and service providers must
2 attend a FIN summer institute at which the training will be
3 provided.
4 (3) ESE support for the program created under
5 subsection (1) must be provided in accordance with each
6 participating student's individual education plan (IEP).
7 (4) Pre-surveys and post-surveys developed by FIN must
8 be completed by participating regular-education teachers.
9 Section 2. This act shall take effect upon becoming a
10 law.

13 SENATE SUMMARY
14 Creates a grant program to enable 15 regular-education
teachers in each of five specified counties to
15 participate, during the 2002-2003 school year, in
inclusive educational programs for
16 exceptional-student-education (ESE) students who have
developmental disabilities. Provides for the Florida
17 Inclusion Network to conduct a summer workshop to train
the teachers and service providers who participate in the
18 program. Provides for ESE support for the program.
Provides for administering surveys before the program
19 begins and after it ends.
