14 On page 18, line 22, of the amendment

16 insert: Section 12. Paragraph (6) of section 322.135,
17 Florida Statutes, is amended to read:
18 322.135 Driver's license agents.--
19 (6) Administration of driver license services by a
20 county tax collector as the exclusive agent of the department
21 must be revenue neutral with no adverse state fiscal impact
22 and with no adverse unfunded mandate to the tax collector.
23 Fees retained by the tax collectors as exclusive agents,
24 except in Bradford County, St. Johns County, and Taylor County
25 where the department has no driver license facilities, shall
26 not exceed costs incurred by the department in providing
27 driver license issuance services in that county calculated on
28 the basis of actual cost incurred in that county in fiscal
29 year 2000-2001 adjusted by the lesser of the consumer price
30 index or 3% per fiscal year. There shall be no revenue
31 reduction to the Highway Safety Operating Trust Fund.Toward

1 this end, The Cost Determination and Allocation Task Force is
2 created, to be established by July 1, 2001. The task force
3 shall be composed of two representatives appointed by the
4 executive director of the department, two tax collectors
5 appointed by the president of the Florida Tax Collectors,
6 Inc., one from a small-population county and one from a
7 large-population county; one person appointed by the Speaker
8 of the House of Representatives; one person appointed by the
9 President of the Senate; and the Governor's appointee. If
10 requested by the task force, the Auditor General must provide
11 technical assistance. The purpose of the task force is to
12 recommend the allocation of cost between the Department of
13 Highway Safety and Motor Vehicles and tax collectors to
14 administer driver license services authorized in this chapter.
15 These recommendations must be submitted in a written report by
16 January 1, 2002. The task force shall dissolve on January 1,
17 2002. The written report shall be presented to the President
18 of the Senate, the Speaker of the House of Representatives,
19 and the Executive Office of the Governor, and shall contain
20 findings and determinations and related allocation
21 recommendations dealing with costs, both construction and
22 operating costs, of both the department and the applicable tax
23 collectors, appropriate allocations of costs between the
24 department and the tax collectors, and fee recommendations to
25 assure that the fees paid for these driver license services do
26 not result in a loss of revenue to the state in excess of
27 costs incurred by the state.
