  1                      A bill to be entitled

  2         An act relating to state employee lobbyists;

  3         amending s. 11.061, F.S.; exempting state

  4         employee lobbyists from certain reporting

  5         requirements; providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Subsection (1) of section 11.061, Florida

10  Statutes, is amended to read:

11         11.061  State employee lobbyists; registration;

12  recording attendance; penalty; exemptions.--

13         (1)(a)  Any person employed by any executive, judicial,

14  or quasi-judicial department of the state or community college

15  of the state who seeks to encourage the passage, defeat, or

16  modification of any legislation by personal appearance or

17  attendance before the House of Representatives or the Senate,

18  or any committee thereof, shall, prior thereto, register as a

19  lobbyist with the joint legislative office on a form to be

20  provided by the joint legislative office in the same manner as

21  any other lobbyist is required to register, whether by rule of

22  either house or otherwise. This shall not preclude any person

23  from contacting her or his legislator regarding any matter

24  during hours other than the established business hours of the

25  person's respective agency.

26         (b)  Any person registered under this subsection is

27  exempt from the reporting requirements of s. 11.045(3).

28         Section 2.  This act shall take effect July 1, 2002.
