1 A bill to be entitled
2 An act relating to the Florida Center for
3 Nursing; amending s. 464.0195, F.S.;
4 authorizing the Board of Nursing to collect
5 additional revenues that are voluntarily paid
6 by nurses upon licensure and licensure renewal
7 to fund the center; providing for deposit of
8 fee revenues in the Florida Center for Nursing
9 Trust Fund; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:
12
13 Section 1. Section 464.0195, Florida Statutes, is
14 amended to read:
15 464.0195 Florida Center for Nursing; goals.--
16 (1) There is established the Florida Center for
17 Nursing to address issues of supply and demand for nursing,
18 including issues of recruitment, retention, and utilization of
19 nurse workforce resources. The Legislature finds that the
20 center will repay the state's investment by providing an
21 ongoing strategy for the allocation of the state's resources
22 directed towards nursing.
23 (2) The primary goals for the center shall be to:
24 (a)(1) Develop a strategic statewide plan for nursing
25 manpower in this state by:
26 1.(a) Establishing and maintaining a database on
27 nursing supply and demand in the state, to include current
28 supply and demand, and future projections; and
29 2.(b) Selecting from the plan priorities to be
30 addressed.

1 (b)(2) Convene various groups representative of
2 nurses, other health care providers, business and industry,
3 consumers, legislators, and educators to:
4 1.(a) Review and comment on data analysis prepared for
5 the center;
6 2.(b) Recommend systemic changes, including strategies
7 for implementation of recommended changes; and
8 3.(c) Evaluate and report the results of these efforts
9 to the Legislature and others.
10 (c)(3) Enhance and promote recognition, reward, and
11 renewal activities for nurses in the state by:
12 1.(a) Promoting nursing excellence programs such as
13 magnet recognition by the American Nurses Credentialing
14 Center;
15 2.(b) Proposing and creating additional reward,
16 recognition, and renewal activities for nurses; and
17 3.(c) Promoting media and positive image-building
18 efforts for nursing.
19 (3) The Board of Nursing shall include on its initial
20 and renewal application forms a question asking the nurse to
21 voluntarily contribute to funding the Florida Center for
22 Nursing in addition to paying the fees imposed at the time of
23 licensure and licensure renewal. Revenues collected from
24 nurses over and above the required fees shall be deposited in
25 the Florida Center for Nursing Trust Fund and shall be used
26 solely to support and maintain the goals and functions of the
27 center.
28 Section 2. This act shall take effect July 1, 2002.

4 The bill requires the Board of Nursing to include on its
initial and renewal application forms a question on whether
5 the nurse would voluntarily contribute to the Florida Center
for Nursing, in addition to the license fees imposed for
6 initial licensure applicants. The bill no longer authorizes
the Board of Nursing to impose a $ 5 fee upon each nursing
7 license and biennial nursing license renewal, in addition to
the license fees imposed for initial licensure applicants.
