1 A bill to be entitled
2 An act relating to the film industry; creating
3 the "Barry Plans Florida Film Industry Equity
4 Act of 2002; providing preference on bids
5 relating to commercial film industry work to
6 commercial film enterprises based within this
7 state under certain circumstances; providing
8 requirements for successful bidders;
9 prohibiting discrimination with respect to any
10 professional affiliation or lack thereof;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. State contracts with Florida-based
16 commercial film enterprises given preference.--
17 (1) This section may be cited as the "Barry Plans
18 Florida Film Industry Equity Act of 2002.
19 (2) Whenever two or more competitive bids related to
20 commercial film industry work are requested and received by
21 the state, and whenever all things stated in such requests and
22 received bids are equal with respect to quality and service
23 and are within 2 percent with respect to price, commercial
24 film enterprises based within this state shall be given
25 preference.
26 (3) With regard to such bids, successful bidders must
27 use Florida-based talent or subcontractors when available.
28 (4) Pursuant to part I of chapter 447, Florida
29 Statutes, workers have the right to self-determination;
30 therefore, no contractor or individual talent may be

1 discriminated against as a result of any professional
2 affiliation or lack of professional affiliation.
3 Section 2. This act shall take effect upon becoming a
4 law.
