18 Section 10. Subsection (6) of section 103.091, Florida
19 Statutes, is amended to read:
20 103.091 Political parties.--
21 (6)(a)1. In addition to the members provided for in
22 subsection (1), each county executive committee shall include
23 all members of the Legislature who are residents of the county
24 and members of their respective political party and who shall
25 be known as at-large committeemen and committeewomen.
26 (b)2. Each state executive committee shall include, as
27 at-large committeemen and committeewomen, all members of the
28 United States Congress representing the State of Florida who
29 are members of the political party, all statewide elected
30 officials who are members of the party, and all members of the
31 Legislature who are members of the political party. the

1 President of the Senate or the Minority Leader in the Senate,
2 and the Speaker of the House of Representatives or the
3 Minority Leader in the House of Representatives, whichever is
4 a member of the political party, and 20 members of the
5 Legislature who are members of the political party. Ten of
6 the legislators shall be appointed with the concurrence of the
7 state chair of the respective party, as follows: five to be
8 appointed by the President of the Senate; five by the Minority
9 Leader in the Senate; five by the Speaker of the House of
10 Representatives; and five by the Minority Leader in the House.
11 (c)3. When a political party allows any member of the
12 state executive committee to have more than one vote per
13 person, other than by proxy, in a matter coming before the
14 state executive committee, the 20 members of the Legislature
15 appointed under subparagraph 2. shall not be appointed to the
16 state executive committee and the following elected officials
17 who are members of that political party shall be appointed and
18 shall have the following votes:
19 1.a. Governor: a number equal to 25 15 percent of
20 votes cast by state executive committeemen and committeewomen;
21 2.b. Lieutenant Governor: a number equal to 10 5
22 percent of the votes cast by state executive committeemen and
23 committeewomen;
24 3.c. Each member of the United States Senate
25 representing the state: a number equal to 10 percent of the
26 votes cast by state executive committeemen and committeewomen;
27 d. Secretary of State: a number equal to 5 percent of
28 the votes cast by state executive committeemen and
29 committeewomen;
30 4.e. Attorney General: a number equal to 5 percent of
31 the votes cast by state executive committeemen and

1 committeewomen;
2 5.f. Chief Financial Officer Comptroller: a number
3 equal to 5 percent of the votes cast by state executive

5 g. Treasurer: a number equal to 5 percent of the

7 6.h. Commissioner of Agriculture: a number equal to 5
8 percent of the votes cast by state executive committeemen and
9 committeewomen;
10 i. Commissioner of Education: a number equal to 5
11 percent of the votes cast by state executive committeemen and
12 committeewomen;
13 7.j. President of the Senate: a number equal to 10
14 percent of the votes cast by state executive committeemen and
15 committeewomen;
16 8.k. Minority leader of the Senate: a number equal to
17 10 percent of the votes cast by state executive committeemen
18 and committeewomen;
19 9.l. Speaker of the House of Representatives: a
20 number equal to 10 percent of the votes cast by state
21 executive committeemen and committeewomen;
22 10.m. Minority leader of the House of Representatives:
23 a number equal to 10 percent of the votes cast by state
24 executive committeemen and committeewomen; and
25 11.n. Each member of the United States House of
26 Representatives representing the state, and each member of the
27 Legislature, who is a member of the political party: a number
28 equal to 2 1 percent of the votes cast by state executive
29 committeemen and committeewomen.
30 (d)1.4.a. The governing body of each state executive
31 committee as defined by party rule shall include as at-large

1 committeemen and committeewomen all statewide elected
2 officials who are members of such political party; up to four
3 members of the United States Congress representing the state
4 who are members of such political party and who shall be
5 appointed by the state chair on the basis of geographic
6 representation; the permanent presiding officer selected by
7 the members of each house of the Legislature who are members
8 of such political party; and the minority leader selected by
9 the members of each house of the Legislature who are members
10 of such political party.
11 2.b. All members of the governing body shall have one
12 vote per person.
